Duncan: Raise age of criminal responsibility
What is the age now? 16? Oh i get it, it is OK to curse your mother and have sex 3 different persons every night when you are 16 because we believe you are old enough to discern if a person will make a great partner, and get kids which you have to look after for years. But 16 is obviously too young for you to understand how driving an axe through someone's head maybe considered bad. I understand... it's OK. That said, there are persons who pushing 40 and does behave like they are 12.. so basically he appears to be suggesting that there is a magical age where everyone becomes socially aware. I understand that you dont exactly want to put someone who is too young among an experienced adult population in prison, but there are ADULTS in there who come out worse than they went in... so sort out the prisons! Next thing yuh gine hear is pensioners don't know how to handle money, so raise the retirement age to 70, or bajans don't know how to drive slow, so raise the speed limit to 300KMpH. How about we raise the 11 plus age to 21... by then, everybody should pass to HC... so i guess we would have a nation of scholars... oops.. i meant QC.. :DProfessor Neville Duncan, head of the Sir Arthur Lewis Institute of Social and Economic research at the UWI Mona Campus, Jamaica has suggested that governments in the Caribbean raise the age of criminal responsibility to eighteen.
Professor Duncan says when children are sent to detention centres under this age, they are exposed to further abuse. He lamented that the level of education provided in the centres is not good enough to ensure their constant development.He believes that since the age of eighteen is good enough to vote, it is decent for one to be accountable for one's actions. When asked whether he believed this would cause some children to take advantage of the age barrier and commit crimes knowing they will not be severely punished, Professor Duncan said, children will always do wrong things, but they are ways to deal with them.

*After reading this post, 32 persons will try to do some criminal acts before their 16th birthday... they will however be tried as adults and sentenced to 10 years of buggery.
